

Carmal Tobin of Milbank received the Florence Krieger Award at the 2024 South Dakota Retired School Personnel (SDRSP) Convention held in Watertown. The award, now in its 40th year, annually recognizes a member who has made significant contributions to their profession and the SDRSP organization.
Tobin graduated from Northern State University. She then served as an elementary teacher in South Dakota for 34 years. Prior to that, she was instrumental in creating one of the first preschool programs for Minnesota public schools. Tobin has served as the SDRSP secretary since 2020 and as the secretary of the Milbank Area Retired Teachers (MARTA) for the past 10 years.
The award’s namesake, Florence Krieger, was a high school mathematics teacher at Rapid City Central. She was instrumental in founding the SDRSP and served as its first president from 1966-1970. She also worked tirelessly in state legislation to develop a strong South Dakota Retirement System for SDRSP. Today, South Dakota ranks third in the nation for teacher retirement benefits.
